Vlakbij New York -'s werelds gevaarlijkste stad- ligt de veiligste plek op aarde: Garrison, beter bekend als Cop Land. Hier wonen de hardste en de meest onderscheiden agenten van het New Yorkse politiecorps. Nog nooit is er een misdrijf gepleegd, totdat de lokale politiechef Freddy Heflin (Sylvester Stallone) te maken krijgt met een dubbele moord. Volgens rechercheur Moe Tilden (Robert De Niro) van Interne Zaken, wijst alles in de richting van de hechte gemeenschap van rechercheurs in Garrison.
